My old TL, I guess. The Baja California filibuster actually goes through in 1890, leading to Porfirio Diaz increasing the army size, which starts a chain reaction that ends in a stronger, more stable country that beats Spain in the Spanish-Mexican War

Ah yes... The Good old Lower California Republic. Such as missed opertunity by the US. Always wanted to Have Baja California Peninsula in the US country shape.

I have a vague idea I wrote something called "Claws of the Eagle" which had a strong Mexico. Never finished it of course, might in fact have not got very far. Just what came to mind reading the question
