Strength of a Wittelsbach Palatinate-Netherlands

Austria's 18th century scheme was to exchange the Bavaria for the Southern Netherlands.

Let's say they succeed and the Wittelsbach realms are comprised of the Southern Netherlands and Palatinate. How powerful would such an entity be?
 
Bavaria and the Palatinate were only united after Maximilian III Joseph of Bavaria died in 1777. Before that date an exchange of Bavaria for the Austrian Netherlands seems unlikely. The new elector Charles Theodore actually was in favour of such an exchange. However his heir presumptive Charles II August of Palatine-Zweibrücken and sevral other rulers were very opposed to this deal. In the end nothing came of this. Assuming this exchange actually goes through both states will become more compact. Though the Palatine Netherlands (guess that's how I am going to call this new state) is still traversed by several prince-bishoprics and smaller states. Soon Charles Theodore will have to deal with the French Revolution. I doubt his new state will be able to survive that. The position of Austria would certainly be better.
 
If George Washington and his armies had been crushed by the british before the french could declare support for the american revolutionaries, then maybe Louis XVI could instead decide to dedicate his forces to helping Austria in the Bavarian Succession War against Prussia.
