Still Neutral USA, No Root Mission to Russia 1917, Russia makes Peace

With USA brought into WW1 she guaranteed the loans to the Kerensky government that kept them fighting and likely because of this the Bolshevik revolution occurred. Lets change this.

Lets say the Germans don't do the Zimmerman telegram in 1917, maybe "restrict" a bit unrestricted submarine warfare, so the USA while maybe at most severing relations and seizing merchants in USA harbors as compensation does not actually declare war on Germany.

The OTL Root mission to Moscow promised Loans and Credits to Russia but the deal was Russia had to stay in the war.

Lets assume with USA neutral, the loans don't happen or don't require continued war, and Russia makes peace with Germany in July 1918 instead of the Kerensky offensive.

Questions:

1) Can the Kerensky government survive??
2) Germany is going to have to be pretty reasonable with Russia to get them to make peace, what can they expect the Russians to give up??? (Anything beyond Poland, and bits of territory to Turkey seems unrealistic)
3) Large numbers of German/Austrian and Turkish divisions are immediately freed up. What do they do?? (A major attempt to knock Italy out of the war???)
4) With Russia out and without American loan guarantees, would France and Britain agree to a German favorable general peace right away (or maybe at the same time as Russia)? What would this look like?
