Stephen Douglas Becomes President in 1860, But Still Dies In 1861.

What if Douglas beats Lincoln in 1860, but still dies of typhoid fever, which he alleged contracted at Abe's Inanuguration in 1861. How does the world change and what happens Lincoln and the republican and Democratic parties?
 
The new president is a guy named Herschel Vespasian Johnson, about whom little is known beyond the awesome name and the fact that he's from Georgia.

If the Congressional election results are the same, HVJ has to deal with Republican majorities in both houses.

My guess — nation treads water for four more years, both sides get more and more angry.
