States where "Redemption" could be avoided

It seems very difficult to avoid the wave of Redeemer Governments that arose across the south following the Civil War.

Would it be possible to have a couple of states that avoid "redemption"?

Very doubtful, as KKK types would only have to pop across a State line to b out of reach of the authorities in the "unredeemed" State. And if only one or two States were left in that category, they would see themselves within sight of total victory, and have no reason to call a halt.

Huey also said that if he did come he would leave with his toes turned up.

Louisiana also had enough of an educated free black population to make it work. The Bourbon Democrats had to steal the 1896 election to make Redemption stick.
 
These were after Redemption, but the Virginian Readjuster Party from 1879-1883 and the North Carolinian Republican-Populist Fusion from 1894-1896 managed to control state governments as coalitions of poor white farmers, Appalachians, and African-Americans. Both enacted populist economic policies along with civil rights legislation before falling to white supremacist Democrats.
