After the constitutional convention each individual state had to vote to ratify it. When congress convened in 1789, not all states had ratified it yet.
- What might happen if some states never ratified the constitution?
- What would their standing be with the new government?
- Do these states simply do whatever they want regardless of the actions taken by the federal government?
- Do these states that don't ratify the constitution still follow the Articles of confederation, and if so, does this essentially create 2 central governments?
