With not being American this may be a silly question.
What would have happened if a territory decided not only that it didn't want statehood but that it also wanted to forge its own way in the world rather than as part of the US? My suggestion would be that only somewhere west of the Rockies would try this.
Actually, each territory was represented in the House by a single non-voting delegate who usually did politicking and sometimes spoke in debates. Still, multiple voting Representatives would be a significant gain for a territory.That was supposed to be NOT represented.sigh!
