State/Privately Owned Hydropower in the United States?

Prior to the passage of the 1920 Federal Power Act, Congress had left the regulation of hydropower to the states. What if the Federal Power Act had not passed or had passed in a form where federal flood control was allowed but power generation required cooperation with state/private utilities? How would the development of hydropower and especially the Tennessee Valley Authority and Bonneville Power Administration service areas be affected (it's important to note that the Tennessee Valley Administration has been mostly coal and nuclear since the 1950s)?

How this would impact things decades ago? Obviously for more recent times it would make it easier to use the facilities as peaker and energy storage sites. Currently federal hydropower is only used in the peaker role for the federal systems, not for external utilities.
