Stark bei Kultur : a cultural Austria timeline

We all know that it is completely forbidden to unite Austria and Germany since the end of the WWI, and nobody even thinks of it after the hole Hitler stuff, but what if Austria had taken the same way than Japan did Post-WW2 : "I can't be a superpower, so I will be a cultural superpower", adding the idea that "If I can't be part of Germany, then I'll be all but Germany".

I'm not questionning how likely it is, I'm mostly questionning : How would it look like ? (And would Hitler even become who he was OTL, and if Nazis still rise in Germany would Austria refuse the Anschluss ?)
 
Who makes Vienna the Hollywood of Europe?

Maybe this is the AH where AH can't get into art school so he starts shooting . . . with a camera.

The artist decides that the Art School is the past and he will destroy them with all the weapons modern cinema has to offer.

Soon the films coming out of the Wolf's Lair are being touted as bringing a new aesthetic to the continent. The films feature morality as seen through their intrinsically racist viewpoint. The studio one at a time buys out other studios in continental Europe.

A darker side to these films is said to be the cause behind attacks on minorities that mimic what the perpetrators saw in the movies. Also, many Jewish, homosexual, and Left-Leaning actors, directors and other talent are blacklisted forcing them to emigrate to keep working.

England stands alone as the only nation in Europe whose cinema counters the message being sent from Vienna.

Finally the Soviet state produced cinema and a literal invasion of American productions show up to drown out the celluloid hatred.
