Without a German invasion of Belgium the Cabinet would vote against Britain entering the war. The Public had no desire to go to war nor was the Prime Minister a supporter of the War. Germany was at this time also signaling that it was willing to give up the naval arms race. These two things would be enough to keep Britain out of the war.
Not to mention the fact that Britain is in dealing with the Home Rule Crisis, which many Britons saw as more important than yet another dust-up on the Continent.

Pretty much. And it depends on what goes down with the Goeben and Breslau. That was the big reason that the pro-German young Turks were able to strong arm the government into a treaty with Germany in August.
If the Ottomans do join in despite the intense aversion of the government, which had just fought a war but a year earlier and was still recovering, then the British would have a reason to join in because the Ottomans would close the Straights to traffic and interrupt international trade to Russia.
