Stable and Sedentary Aryan, Cimmerian and Uralic Civilizations in Eurasian plains

In our Timeline, the fertile and green Eurasian Steppes was inhabited by the Indo-European Aryans (also called Indo-Iranians) and Cimmerians and various Uralics.

In an alternate timeline, have an Agricultural revolution involving freshwater Aquaculture that can use plenty of freshwater in the region, happen in the Western Eurasian steppe around Ukraine, Belarus, Russia and parts of Kazakhstan, which would allow for rich Agricultural and urban civilizations to be built.

In this timeline, Cimmerians, Aryans and Uralic people won't migrate south and will build advanced Civilizations in the region.

Is this possible and what could happen?

I think it would be best to avoid referring to ancient groups of people as "Aryan", given the word's extremely racist history in modern times. You yourself provide a substitute term in parentheses, so it's not like your forced to use that word when talking about people who lived on the Eurasian steppes in ancient times.

No. Aryan is an Endonym for the Indo-Iranians and that term is useful if the Indo-Iranians/Aryans did separate into Indo-Aryan and Iranian subgroups, something that happened in today's Southern Uzbekistan.

In this timeline, they wont split as they won't migrate in that direction, to start with, and build Civilizations in the River valleys and plains of the Pontic-Caspian steppe. So in most probability, they will be known as "Aryans", independent of the Nazi terminology, which is somewhat unrelated to this.
