Spitsbergen without ww1

Reading the wiki page on Svalbard and found this.

Discussions to establish the sovereignty of the archipelago commenced in the 1910s,[33] but were interrupted by World War I.

How would these talks end without ww1?

Multi National Condominium?
Russian sovereignty declared within the context of the triple entente?
Norway given it perhaps with additional concessions?
 
Just a random idea slightly off the topic of the question, not sure how ASB, but would it have been possible it had developed into a multinational condominium and with Esperanto made it's lingua franca? Then, at some point in the 60s-70s it's given independence as the world's only Esperanto language state?
Or perhaps more realistically would it be possible to see a bi-lingual Russo Norwegian (maybe English too) speaking Svalbard become independent?
Would it be plausible to see Svalbard become an independent State under any circumstances?
