Spencer Rifle adopted by the U.S. Military

There was no way the Henry, with its unprotected barrel and open bottom was going to be adopted, neither was the Winchester 1866 with the weak 44 Henry cartridge. So what if the U.S. military adopted the Spencer in the aftermath of the Civil war, instead of the Springfield rifles/carbines?
 
With the rifles themselves? Basically none compared to their competitors.

With their ammo? Huge defects in the may fail in such a way as to maim the user sort.
I thought it was because the Generals did not want to waste ammunition and ahd all those surplus rifles after the Civil war to use.
