Spencer Perceval not killed

Spencer Perceval is the only British Prime Minister to have been assassinated, he served from 4 October 1809 to 11 May 1812. He was succeeded by Lord Liverpool who had the dubious honor of conducting a war with both Napoleon and the Americans. So what if Perceval had lived? How would he conduct the wars? Would there be significant butterflies?
 
Lord Liverpool who succeeded him was a VERY hard line tory. Maybe things would be different


Although many of the things the Americans were complaining about, such the Orders in Council (the official reason of the war of 1812), were repealed by Lord Liverpool.

Does this mean Perceval was less willing to prosecute a war than his eventual successor was?

On the contrary Perceval was a hardliner on many issues, and firmly in favour of prosecuting the war against Napoleon, he maintained support for the Peninsular Campaign against considerable opposition.

Although not considered an inspirational leader, he is generally seen as a devout, industrious, principled man who at the head of a weak government steered the country through difficult times.

And after being in a near constant state of war for nearly 20 years compromise was not a word with much currency!
