Can I restore the Hohenzollern?
Yes, through Baden-Württemberg, but with great difficulty.
I think Wilhelm II rules Wurttemburg, so you can restore him if you conquer all of Germany from there.
This is wrong. The local monarchies of Baden, Württemberg and Hohenzollern-Sigmaringen rule their respective regions, with the King of Württemberg also serving as the head of the entire state. The Prussian Hohenzollerns can be restored in the rare situation that Baden-Württemberg controls all of Germany, but for various reasons only Crown Prince Wilhelm (Wilhelm III) will be an option.

So there is on Baden-Wurttemberg tree a way to unify Germany as them, and then put the Hohenzollerns in charge, or I have to manually justify?

Baden-Wurttemberg is allied with France and naturally will be drawn into the war with Germany. The most realistic goal is the formation of a South German Federation (or, in other terms, annexing Bavaria). However, they can go for more ambitious pan-Germanic goals, but with great difficulty due to the stance of the French, who favor a divided Germany. Thus achieving a united monarchist Germany relies on support from Britain, who rather favors a united Germany. This is all handled through the game mechanics, not through any fabricated wars.

This reminds me of Serbia in our timeline, austria propped serbia and helped it on every single stage of it's national reclamation, just for it to desert Austria and joins the russian area of influence.

France and Germany would be like

So apparently, America cannot go left of progressive republicans. However, the Farmer-Labor Party can win the Senate and/or the House. Norman Thomas can be a presidential candidate.
