In 1784 in a dispute over the 1783 Treaty of Paris, and the Florida Borders, Spain closed the Mississippi to the US.
This was the first Foreign Policy Crisis for the new Nation.
OTL the AoC Congress was still disputing what to do, when the new US was formed in 1789.
From the beginning Virginia wanted to Force the opening of New Orleans. But was restrained due to lack of Support.
Lets assume that Virginia gains the Support of Pennsylvania, the Carolinas and Georgia,
All with Claims on the Ohio or Mississippi Rivers, and growing commercial interests in the West.
So in Spring 1785 Virginia sends several thousand Militia South to open the Port. They are accompanied by several hundred militia from each the other 4 States.
At the same Georgia and The Carolina's send several Hundred Militia into North Florida, where the Spanish are forcing the American settlers to leave.
