How many seats in Cortes should Spanish Indies have got as per Cadiz Constitution and proposals for it?

The rate was 1 representative per 70 000 inhabitants.

Spain had 10...11 million people as of 1810, almost all of them Spaniards. So about 150 peninsulars.

Now, the total population of Indies was estimated at about 15...16 million people. So that should have given Indies about 220 seats in a 370 seat or so Cortez. Which the Peninsulars figured out... and disliked.

If only Spaniards could vote then the estimate was only about 2 million Creoles. With thus fewer than 30 delegates for all Indies. Which the Creoles figured out, and objected to.

A compromise offered by Puerto Rico was to disfranchise Negroes, including free Negroes, mulattoes and zambos.
This is supposed to have left about 9...10 million Spanish citizens in Indies, meaning 130...140 representatives.

What would the electoral map look like if all the colonies did send deputies to Spanish Cortes?
