Spanish-American War w/o the ACW

If the United States hadn't fought its Civil War, could there still be a Spanish-American War? If so, how would it be different?
 
Well, more than likely the war would still have been Pre-1900 - which means that it would be in the Pre-1900 discussion and not in the After-1900 discussion group.
 
The American economy suffered after the civil war, partly because there were no longer any slaves. So the Americans might have been strong enough to actually take over Mexico, Cuba and others and keep the in America's sphere of power.

Somehow slow down abolitionism and get a filibuster aimed at Cuba which the US reluctantly supports.....
