Anna of Austria renounced to all her rights before marrying (and her renounce was without any conditions) so we have Emperor Leopold as only valid claimant and in any case Magarita was married to Leopold as heiress after her brother...
Maria Teresa not fully's paid dowry can put her back in the line only behind Margarita and her issues (and likely the maximus to which the French King can aspire instead of the missing money is something like the Spanish Netherlands or Sardina or Naples or Sicily but not Milan, who is part of the HRE and in theory will go back to Leopold)
