"Defeat" as in a battle, or defeat as in win the war and retain Cuba, Puerto Rico, Guam, and Philippines as Spanish territory?
 
Why and how would France/Germany intervene? That's the important question.

Also, typically, single-line OPs are generally frowned upon. It would help a lot if you expand your question: are you suggesting that the war occurs earlier when the US hasn't rebuilt its navy as much? Spain has managed to recover? The Cubans start fighting for the Spanish?

If I recall correctly, the US Navy did win against the Spanish in the Philippines, but it was a lot closer than they would have liked it to be (and the US was far from its supply lines). In that case, they might not get the Philippines, depending on the scale of the engagement.

Disease could destroy US ground forces, as has often happened. US navy gunners miss more, iirc the hit rate was a little over one percent of shots. Spanish navy could have been more effective/modern, it was rated better than the US at the time, have it be better shooting.
