Something that occasionally comes up in science fiction and alternate history is the idea of countries laying claim the planets, moons, etc once they visit them. This may involved Steampunk Britons claiming the Moon for Victoria and the British Empire, the United States claiming the Jupiter with an orbital satellite, and so forth. That is not possible due to the Outer Space Treaty of 1967. Said treaty was, in part, because the United States was afraid the Soviets would get to the Moon first and attempt to claim it. Assuming no such treaty existed, what if countries did claim celestial resources for themselves like the Europeans of the Age of Discovery?
