What if, instead of creating space-stations, the Soviets, who lost the race to the Moon*, decided to colonize the Moon instead sometime in the '70s.
This is assuming that the Soviets copied the technology the Americans used to get there, but added long-term habitation capabilities.
Would their have been a race for the Americans to establish a lunar colony?

*sometimes, I think the race to the moon was an American invention and the Soviets didn't really want it.
