In the balance of the passage/paragraph you were responding to I stated: Germany did make it clear that Germany would not permit the presence of Allied forces. so I am not sure what you are rebutting with your Wiki reference?
Not true. The allies brought material into Poland via Romania OTL. So, Germany is not getting in the way, especially over Russia.
I was referring to those Balkan nations through which Allied (or Italian) forces and supplies would need to pass to get to Romania - I'm not entirely sure if Romania is typically considered Balkan.
Are you referring to the Romanian bridgehead plan, where Romania would remain neutral (instead of being called into the war as a Polish ally - per their alliance) and be a conduit for French and British aid to maintain a Polish front. From what I understand, the appearance of the Soviets in Poland rendered this plan obsolete, before significant military material was supplied to Poland. I am happy to be corrected.
It should be noted the Axis had no naval presence on the Black Sea in 1939. Conversely, the Soviets had very significant Black Sea naval assets and likely aerial dominance. Accordingly, the use of Romanian ports in times of war [with the Soviets] would be challenging of not impossible. This assumes Turkey does not become a willing belligerent (with extraterrestrial sonar ringing in their ears...).

This is your fantasy, not mine, since I believe there is no realistic way for the French or British to get a meaningful force to Romania or sustain them there for any length of time. Notwithstanding the above, the potential threat to Germany posed of Allied troops in Romania is far greater than the likelihood of success. OTL the Germans made it clear they would not tolerate the presence of Allied troops in Scandinavia and invaded the Balkans to remove the British presence. Accordingly, Germany would be pulling every diplomatic string available to keep the Allies as far away from Romania as possible.
Why not just purposely throw the entire Balkans into the Axis camp while you're at it.
OTL the entire Balkans were already in the Axis camp circa 1940, or at least leaning heavily towards Nazi Germany. Germany was far from thrilled with the Italian invasion of Greece, where the Greeks initially rebuffed British offers of assistance, because they feared it would attract German attention. The increased tensions arising from the British and Italians in the Balkans, indirectly lead to a pro-allied coup in Yugoslavia, which otherwise would have continued to be [reluctantly] pro-German.
