Soviets in Manchuria

I know its a huge cliche, but I was wondering if there were any regions of Manchuria where the demographic balance as of the early 1920s would've allowed for effective incorporation into the soviet state. Assume Mongolia is a part of the Soviet Union.
 
Perhaps the Russian Empire retains Outer Manchuria and settles it with thousands of Russian colonists which slowly increase over time as the Russian Revolution occurs similarly to OTL in 1917 along with the Russian Civil War. White Russian forces manage to hold onto Manchuria as they suffer defeat after defeat from 1919-20, consolidating in Manchuria with support from Japan who wants White Russian Manchuria as a satellite state buffer and Moscow leaves it alone as it turns towards Europe. Later on, the Soviet Union begins supporting a communist party in Manchuria which might see a White Russian Manchurian Civil War occurring as the Soviets take advantage to launch an invasion and annex it.

Id say the best opportunity for the Soviets to invade is 1945 when they invaded Manchuria ITL
 
just to clarify, I'm not proposing a full soviet annexation of manchuria, nor a russian imperial colonization effort, i am just looking for regions within manchuria that are either demographically empty, or have enough non han that they could be integrated

Outer Manchuria is what the Russians already took OTL so no difference?!

Anyways, just do forced migrations of eastern european people like Ukrainians, Volga Germans, plus getting Koreans to buff up numbers against the han chinese, otherwise the land will eventually just return to China.
