The Baloch insurgency was suppressed and its leaders dead or in exile in 1979. It was an already fired shot. In OTL, the Soviets mostly avoided active interference in Pakistan internal affairs during the Afghan war era.

Good point. The Saur Revolution was after the Baloch insurgency was squashed.

That said, once the ISI is supporting the Afghan Muj, what exactly do the Soviets have to lose by playing tit-for-tat?

Seeing the Afghan War become even more of a meat grinder? OTL, Pakistan (and the US) spent as much time sure that it did not become too hot for the USSR as they did support the Muj. For example when there were hits inside the Soviet Union itself during the Afghan War Muj were not used instead regular Pakistan Army commandos were. Indeed the Muj (and their sympathisers) wanted to go into C Asia in a big way and were told "nothing doing". ITTL, the are told "happy hunting".

Given it was one of the most loyal areas of the soviet union is there anything to do expect trying to sent or recruit lone wolfs or other small terrorist groups
