The RSFSR was the Prussia of thee USSR, albeit with fewer distinct institutions. While the USSR was a multicultural state, these cultural differences were exploited to the benefit of the East Slavs, particularly the Russians. As Russia was the core of the union, having a flag very similar to the union's is fitting for the RSFSR.

That is true, but ITTL the U.S.S.R. tries to make the U.S.S.R. a "accepting" country. For example, they have each S.S.R. "elect" (putin-style) a chairman and a representative. They also officialized most minority languages. They wanted to to appease the growing nationalist threats, while also maintaining unity. It's a troubled time for the U.S.S.R., as they are in the middle of modernizing and democraticizing.

But have they given the RSFSR those same distinct institutions? Also, Native languages were official in the republics of the USSR historically.

Well, they are official in the whole union.

And, sort of. Nationalism in the union was really high in the 80's, esp. Russian and Ukrayan. (Ukrayn is how it's spelled ITTL) The union is trying to keep itself together, as they just """""can't""""" and totally don't anymore just kill all the dissendents.

Given your context, your flag makes more sense.
