They also officialized most minority languages. They wanted to to appease the growing nationalist threats, while also maintaining unity. And, sort of. Nationalism in the union was really high in the 80's, esp. Russian and Ukrayan. (Ukrayn is how it's spelled ITTL) The union is trying to keep itself together, as they just """""can't""""" and totally don't anymore just kill all the dissendents.
