Got to do the obligatory pointing out that the whole point of Hitler's movement was 1) get rid of the Jews, 2) conquer the USSR for Lebensraum.

You have to get a scenario where the Nazis actually agree to let the USSR in, which surely means Hitler's gone. May mean the Nazis are and the Wehrmacht has taken over. Or something.

In any case, the change that allows the USSR in will have massive other knock on effects, and so the question can't really be answered until we know what the PoD is.
 
What about the possibility of Stalin carrying out some sort of anti-Semitic purge to seal his alliance with Hitler with prominent Soviet Jews being accused of being part of some Trotskyist conspiracy (well, Trotsky was a Jew) and shot with many average Soviet Jews being sent to the Gulag? Even OTL, after the Holocaust being revealed and the proclaimation of Israel, Stalin was planning a similar purge against Jews in the USSR prior to his death.
Molotov's predecessor was Maxim Litvinov, a Jew.

think the inclusion of Finland and Baltic states in Soviet sphere of influence as well as elimination of Poland put Germany in position of such dependence on Soviet trade that it made their relations intolerable (from German viewpoint.)

in same vein German oil poverty that had them depending on USSR and Romania caused panic when Soviet pushed envelope in Balkans.

my scenario is that they leave Finland and Baltic states trading bloc out of any pact, formulate it to deal with Poland and Romania only.

for their oil situation stockpile more pre-war and push synthetic plants over naval and Westwall construction to certain degree.

The something might be that the Germans come up with an even more elaborate betrayal than in OTL. I.e., that they become the Soviet Union's "allies"... as much as they became "friends" in OTL.
The problem with this isn't that the Germans couldn't do that - they proved that they could very well be as reliable as a manure-coated slimeball - but rather that the other, actual members of the Axis might start wondering who's next...
