Soviet Stability

I was wondering if there was any way starting in 1946 to make the Soviet Union capable of supporting itself and its puppets economically and politically into the current day?

what reforms or projects would have to be taken up/avoided?

There are a number of discussions on this. Immediate Deng-esque reforms without glasnost, a concentrated move to provide consumer goods and services, even Soviet geo-engineering. Who's the man that will do it all, though? Kruschev? I don't know, he was still kinda hawkish with the whole Cuban Missile Crisis and all, and he was too old for lasting policies to be established.
 
The Soviet argicultral sector was horrible. I'd say some real reforms to improve it would be a good start. However to make them more economically stable there needs to be a complete overhawl of the Soviet economy. Elimnate the lackluster production and corruption inside the Union and I think you have a better chance of a Soviet Union lasting longer.
