how would this affect the cold war in the 1979-85 period?
Disarmament movement in Europe ?
Will US still deploy the GLCM and Pershing 2 as in OTL ?

Reagan switched emphasis to Counterforce targeting in Europe, and the Warsaw Pact provided plenty of that, in Europe.

No real change, the KGB will continue to fund the useful idiot anti-nuke orgs in W. Europe
 
Well, SS-20s can paste targets in both Europe and China from Western Siberia. The only real difference putting them in Eastern and Central Europe makes is how it shortens the flight time, which in nuclear war is useful but not liable to be decisive in “winning” it.

But are the soviet missiles safer in those areas compared to being based in europe ?
Out of range of NATO IRBM and cruise missiles ?

IIRC wasn't that one of NATO's fears – that the SS-20 would be able to 'hide' behind the Urals but still hit most of Western Europe with a relatively flat and fast ballistic flight?

Can only the SS23 be based in the ATTU region ?
They were only like 200 by 1987 and represented likely less of a threat to NATO airbases in a conventional war

SS20 can hit targets in the US west Coast from Kamchatka. With an SRV, even Minot would be targetable. That was an OTL fear, that an ostensibly “non-strategic” weapon could hit the US itself, holding at risk assets without committing a single “strategic” warhead.
It’s also become an issue in the post INF treaty era.

But wasn't this a concern with tu22M as well? a ostentatiously thester weapon can have strategic impact
