can you point me to a source that states soviets deployed it , all I could find is that they tested it but did not deploy it

The point of Neutron Warheads with ABM systems was that was the best way to damge incoming nuclear warhead inside the atmosphere, to get it to fizzle or cook off before proper detonation. Outside of the atmosphere, the warheads like used with Spartan were focused for X-ray heating to damage the heatshield and electronics of the RVWill it decrease the threshold to use nukes if it does not involve massive destruction ?

Massive destruction is pretty much what nukes do. Even the teensy Davy Crockett size ones made a big old mess. It appears no one was very tempted to let one of those off, which had presumably the lowest threshold ever. A neutron nuke is several orders of magnitude worse.if it does not involve massive destruction ?
