What would it take to decisively defeat the Soviet Union after its formation? Defeat militarily, not economically as the West did to it, resulting in the 1991 dissolution. Peace terms should include the release of any occupied territories.

It doesn't have to be Germany. It can even be a coalition of states, if you find the right PoDs

The best way is to kill it early. I see you said after its formation (I'm assuming this is taken as its official formation in 1922) but maybe a war in the early 1920s leading on from the Civil War could topple them. The Allies have to be more committed to the intervention, and fewer talented military officers should defect to the Bolsheviks. The new state will survive for long enough to formally name itself, but not long enough to avoid getting crushed by a stronger anti-communist coalition, worried about uprisings in their own countries.
