Bonus points: They annex East Turkestan (Xinjiang) to it before or during World War 2 to said state. Extra bonus points: They move various Turkic peoples in the Asian and European halves of the USSR to this new Turkic super-state and replace them with Russian/Slavic migrants from European Russia.

How well does this super-state function within the USSR, and can it hold together in the wake of independence in the long run if the USSR falls apart?
