Soviet Afghanistan: 1984

Afghanistan is a tribal country with each tribe rules by its elders and owning a region or so,demonstrate to them the power of the fully mobilised red army and threaten every tribe with extinction if they dont cooperate and the insurgence wont have anywhere to run or hide,the tribes themselfes will root them out just to survive.

Thats what most occupiers dont seem to get about the place,all the tribes know exactly who is working in the insurgency and who isnt,"motivate" them to invest some effort to pacify it and you wont see a single shread of discontent.

Hell you probably wont even need many troops to keep it down afterwards.
 
I was thinking it would be a change of leadership, perhaps someone as hard and ruthless as Stalin? I know it's gonna be pretty hard to find this individual but they must exist, mustn't they?

The thing is they really don't. Stalin killed anyone who could actually be a rival to him in form.

Well, given that it was a full 30 years after he died, there could probably have been a ruthless successor. A longer lived Brezhnev might be willing to do what it takes to win. Andopov didn't seem too keen on the war to begin with, and Chernenko was so ill that I don't think he really cared how well the war was going.
