Some Questions about prehistoric hunter-gatherers

So i have a few questions about prehistoric hunter-gatherers

1. How did hunter-gathers "police" their societies? For example how would someone who made a transgression within the group be punished.

2. How did the first tribal groups develop out of the early hunter-gatherer bands?
 
Let's see if I can help....................

(1) Several Native American and West African tribes used masks to punish wrongdoers. Banishment was also used, both temporary and permanent. And there were incidents where they would wipe out rogue settlements.

(2) As to how tribes formed, I imagine that as the bands grew into numbers and interacted that there would be seasonal meetings, trade,intermarriages, alliances and possible exchange of children that might lead into formation of tribes. Especially if there were hostile bands out there where people decided that merging was a good idea.

1. Expelling member could be used in extreme case, it essentially means death penalty. Other method could be used shunning, beating, etc
But all of this is extreme case, since hunting gathering band is very small group of related individual who live for years together, pressure to get along is immense, even gossip or jokes about individual would be enough for him to change attitude.

2. - Invention of Genealogy (your tribal founder is my tribal founder brother in law) ?
- Surplus of resources cause one band able to gift and consolidate several other band to cooperation
- One Big Man managed through charisma, military power, or negotiation to make himself important enough, that his descendant still gained prestige.
- One band managed invent military advantage and force other band to pay tribute and acknowledge him as leader
