While this is certainly true of the man himself, apparently there were others in the Army who wanted to use him as a popular figurehead president for a clique of generals - Taariq Xasan discusses this in his book on the XHKS internal power struggles prior to the Ogaden War. Maybe he'd be an inoffensive compromise candidate while the competing army cliques jostle for power.
