Soft WI: Bush goes to war with terror-supporting nations Bob Mueller described in 2003 after 9/11

The reason this is a "Soft WI" is to avoid discussion of "This can't happen!". If we can avoid it and discuss the admittedly unlikely scenario it would be great.

Anyways, in 2003 Bob Mueller, then FBI director described countries which were supporting terrorists in 2003. Those countries were Iran, Iraq, Syria, Libya, Sudan, Cuba and North Korea. They were all put on the state sponsor of terrorism list in 2003.

Let's say that after 9/11, Bush still goes to war with Afghanistan, yet also goes to war with the other seven. What happens next?
 
I don’t think he could do much to some of those countries besides bomb them a bit. And for several, especially North Korea, he’d piss off our allies by being so reckless. I know you asked us to avoid saying this is impossible, but it still runs up against military and political infeasibility.

By the way, Bob Mueller's list was not new, those countries had been on annual naughty lists since the early 80s. In 2003 Libya and Sudan were working pretty hard to get themselves off the naughty list.

Iraq got a break from the naughty list between 1983 (when the US wanted to make sure they did not lose to Iran) and 1986 (when a group they hosted hijacked the Achille Lauro).
 
All of them at once? That’d be an unmitigated disaster that would make Iraq look like Grenada, and that’s putting it midly.

Briefly, the US army has ten divisions.

Going to war against any of Iran, Iraq, North Korea or Syria would need five of them, plus allied troops. Each.

None of this is affecting that the fundamentally Sunni 9/11 terrorists had no deep links to any of those states.
 
Trying to arbitrarily draw the lines to prevent a prima facie ridiculous idea from being called that is generally considered poor form.
