Guys I need your help for mine first AH scenario
Here ,first Serbian party "People's Radical Party" never get close to government and keep their socialist ideas even going with agricultural socialism and promoting state where farmers would directly control state.
This new change to more radical socialism also add elements of Tolstoyan movement ,such as elements of Orthodox Christianity and communal lifestyle.
Of course such party would be in odds with more industrial focused western socialist parties.
So question is ,how would world be effected if this new party (let's say they change name to Socialist Serbian Farmer Party S.S.F.P)take power using events of 1899 24.June when King was almost assassinated witch resulted with mass retaliation against S.S.F.P
All this result with revolution and civil war and in 1900 they control the government.
Fallowing questions must be answered
-How would this state looks like(keep in mind they are more radical socialist and for direct democracy)
-How would this effect other socialist/communist parties

I wonder how they would deal with the second international? And WW1?

Anyway if Serbia goes Socialist in the 1917-1922 era it would provide the bolsheviki a line to go towards Italy and Southern Europe.

First there wouldn't be any WWI since Imperial Russia wouldn't protect socialist nation.Most probably Serbia would unite most of Balkan held by Ottomans by revolutionary war until 1913 and then might support similar socialist uprisings in Austro-Hungary
There might be splitting from second internationale since they would be more anarchistic and agricultural then mostly industrial oriented communist parties of Second Internatione

First there wouldn't be any WWI since Imperial Russia wouldn't protect socialist nation.Most probably Serbia would unite most of Balkan held by Ottomans by revolutionary war until 1913 and then might support similar socialist uprisings in Austro-Hungary

A more interesting scenario is a socialist Serbia(and Balkans) in the 1917-1922 era(to me at least).

Interesting idea. I think it would be more likely to happen in 1883 оr 1886, but I guess 1899 could sort of work too.

Svetozar Markovic and the early Radicals envisioned a form of government in which an almighty parliament has supremacy over other branches of government - in other words, in which the cabinet is just an instrument of the democratically elected parliament and the parliament holds both legislative and executive power.
So the "Chairman of the Presidency of the National Assembly" (or some equally long-winded office title) would be the de facto ruler or president of Serbia.
Interestingly, they did not automatically oppose the idea of a monarchy, but insisted that the monarch - if he exists - must be as weak as possible.

The new government would start off with an agrarian focus, but it will soon start paying attention to industry. Markovic was interested in both agrarian and industrial aspects of socialism, and the Radicals' ideology would soon become focused on two pillars: 1) strengthening and expanding agrarian cooperatives (Zadrugas) and communal ownership and management of land; and 2) gradual industrialization.

Foreign relations will be a problem for 3-4 years. Much depends on whether the revolutionaries proclaim a republic or enthrone a (ceremonial) monarch of their own, which would greatly help with foreign relations.
Russia won't like the new state's democratic and socialist tendencies, but will accept it as an affordable price for the end of the Russophobic/pro-Austrian Obrenovic regime. Britain and France won't care much either way.
Austria is probably be going to start fuming and cut off trade - one of the factors that will inevitably inspire the growth of industry and influence the Serbian socialists to pay more attention to it. Since Serbia will have to find new markets and partners this will result in a (relatively) pro-Ottoman foreign policy for 5+ years. In the long run, that policy is unlikely to last; the goal of the socialists and Radical-democrats was (and will still be) to create an alliance with Bulgaria and Greece and together liberate the remaining Ottoman possessions in the Balkans.

No idea how all this would effect other socialist parties, though that's also an interesting question.
 
Why would you think the Ottomans could be conquered by socialist Serbia? Wouldn't the people rise up? Also, uniting the Baltics is like getting everyone in Congress to vote on the same thing. Lastly, the Ottomans would not interfere with the assassination of the archduke. (If it even happened.) They would have no reason to get involved as France, Britain, and Russia too since they would not back a socialist country.

Interesting scenario you made but here few things
1-In 1899 power was taken by force and I think king and whole monarchy would be removed including parliament since it was seen as instrument of capitalist-monarchist government. Here government of this socialist government can go on two roads :First establishing party dictatorship similar to USSR OTL ,to protect new order or more direct democracy councils (Zbor).Ether way economy would be self centered and not relaying on trade with others.
2-This Serbia would probably establish similar regimes in Bulgaria ,Greece and Montenego uniting the region under revolutionary socialism ,now depends would Ottoman empire be replaced by some socialist regime or stayed on power but it would be sure Austro-Hungary would be first to go against this new state and here is another point. To gain protection from Russia would this Balkan Socialist Union compromise some of its ideas to gain protection witch leads us to third point
3-This kind of state would be first radical left state in the world witch would make European socialist go mad because revolution happened in backwards Serbia and not in industrial Europe like Marx said so .Now this would made split as People's Radical Party would probably gain influence in Internationale making new Internationale similar to what Bolsheviks did in OTL.Now if Balkan Socialist Union would compromise their ideas of spreading the revolution accros the world for Russian protection and reaction of European socialist to such compromise would shake their internationale splitting it in many smaller factions .

Now if Russo-Japanese War develops as OTL, what will happen to 1905's Revolution? Things will be very interesting if 1905's Russian Revolution becomes successful.

As I said ,Socialist Serbia would have to sold some of theirs ideas to get Russian support against much aggressive Austro-Hungary ,and that could split the international socialist movement

Serbia with their revolutionary ideas could spread their ideas in Greece and other Balkan nations as situation was same,people where hungry and socialist had solution.They would make similar pact to Balkan league in OTL witch would lead to unification to preserve socialist order

1 - From their earliest days, the Radicals #1 political goal was making the parliament extremely strong, so they probably wouldn't remove it. The party can get 80%-85% seats in parliament in any fair election, so the new order wouldn't need to be protected by any special measures.

2 - How would it establish similar regimes? It won't (and can't) invade, and they aren't going to revolt against their own regimes without a really, really good reason.

One of the biggest problems is: there wasn't much appeal for hardcore socialism in the Balkan nations at the time. In Serbia, Bulgaria, etc. there were no aristocrats and no estates - so no peasant proleteriat; industrialization had just started so there still wasn't a real worker proleteriat either. Various gradual experiments can be tried out, but there was no room or popularity for "proper" socialism yet.

As I said,they would probably experiment with Tolstoyan movement and ITL radicals are far left wing ,but I wouldn't call them Marxist ,similar to that ,people in other Balkan nations would see far better alternative then monarchies
