What is the latest PoD which will give a world where English is like French or German...thriving in England and with some overseas speakers, but not the marvel of the linguistic world that it is? Maybe a second or even third language on America's East Coast and the official language of a few ex-colonies, for example?

That gives you the possible answer - that England/Britain loses in North America, probably in India too, so loses the Seven Years War (which means Prussia's future is also different) and takes the later position of France of OTL. Would there be a second English Revolution, a parliamentary force overthrowig the monarchies of Europe ?
