Slightly different 19th century Germany

I'm placing this here since this is when the PoD occurs. This is the basic premise:

-Kaiser Wilhelm I dies earlier, 2 June 1878
-Kaiser Frederick III assumes the throne earlier as Frederick I
-William II fails to become Kaiser (either stillborn, or is born a girl)
-Henry becomes Kaiser after Frederick III, either in 1888 or slightly later
-Henry married Princess Elisabeth and has children by her.

The questions are:

-How's this affect the development of the German Empire?
-By 1914, if all else remains the same outside Germany, and Archduke Ferdinand still gets shot, how does Germany react to Austria-Hungary, and do they still ally with them? (or does this require Willam II to become Kaiser?)
-Assuming Henry becomes the Kaiser, and WW1 happens, how does he run the war, and which side will he take?
-Would Henry abdicate instead of fighting to the end, and sue for peace?
-What kind of peace would Henry get for his country?
-How does this post-war Germany develop? Still monarchy, or as a republic?
 
Frederick III being Kaiser for longer totally changes the entire situation, the guy was a liberal and reformist and given time he very well could institute democratic reforms (in the very least his rule could be the end of pure junker domination).
 
You're probably not going the same Henry TTL as OTL - butterflies/chaos theory/random whimsy aside, there will be an impact on the "nurture" aspect of things with him as the oldest son and heir, with all the attention from parents and people like Bismarck that means.

And as eliphas said - the situation is going to be changed drastically well before 1914.
