WI: There was no Prohibition? The gangs do not get rich. People have a greater belief in their personal rights. What flows from this?

It's impossible.
Both Secular Law and Religious Law evolved from Common Sense.
Murder was a crime in the prehistoric times, because it would reduce the chance of your clan's survival.
Individuals did not have rights, everything was common.

Later, as private property came along in the Neolithic, many of the Paleolithic "laws" remained, and eventually became part of every religious and secular code of laws.

You mean 1920s American prohibition? I assume this from the capitalized Prohibition, and the mention of gangs. Wrong forum. That said, if Prohibition were never enacted, OTL might be largely the same, except that the negative image that the temperence movement acquired IOTL wouldn't exist, and thus there'd still be a reasonably strong "Ban Alcohol" lobby. Americans would also drink a bit more harder liquor, and wine wouldn't have caught on so much in the US (IOTL, it caught on because it was still produced for Catholic parishes, and grape juice manufacturers could easily produce wine on the side, making it easier to acquire). There'd also be more small breweries in the US today, as Prohibition killed those off, but the larger breweries had railroad interests that allowed them to maintain a profit until the law was repealed.

Yes

I realized the question was unclear and in wrong area. Moved to Chat. Voters keeping the government off their backs.
