Austria has defeated Prussia. They've directly annexed Silesia, put Hapsburgs on the thrones of Duchies in Schleswig, Holstein, Westphalia, and the Rhineland, and allowed Saxony to return to its Napoleonic boundaries.
How significant a power is Austria in a world in which Vienna defeated Berlin? The reclamation of Silesia would be a big deal, and would boost the country's German population and industrial base, but it wouldn't be revolutionary.
Would Austria be condemned to its gradual decline no matter what? Could it become a significant global power?
