Shun Dynasty's possible policy on Taiwan

If Li Zicheng solidified his position as leader of the rebels and became the new emperor under Shun dynasty, what could be their policy towards Taiwan, especially if they continued their war of expansion with the Ming loyalists (and Manchus)?

The POD is already given (1644 and beyond).

Shun's number one concern would be the Manchurians, so I would imagine that they'll wait until Manchurians are pacified or a buffer zone has been created before building a navy for assaulting the island.
