Serb victory in Croatia and Bosnia

Anyway you could get a Serb victory in Bosnia and Croatia with the Serb Republics surviving as de-facto independent states

Would Russian backing be required

If Bosniak and Croatian separatism in the late 80s somehow becomes dominated not just by nationalists like IOTL, but by straight up fascists and jihadists. Independent Bosnia and Croatia might not gain international recognition themselves and this would further hinder their war efforts.

Thats assuming NATO cares of the political leanings of those countries compared to the russian alligned stance of serbia. Even after the cold war, pragmatism still reigns supreme in geopolitics.
 
In part, NATO intervened in Bosnia so that there'd be no failure to check Serb agression on Clinton's part that the Republicans could lord over him during the election. Public perception of an intervention supporting a regime openly proclaiming itself to be fighting a Jihad to islamise the whole land or one that claims to be the successor to the WW2 Independent State of Croatia would be very different.

Another option is for the West to see the Serbs as the ones to back early on. Maybe as a way to save a unified Yugoslavia with minimal clashes on the ground.

I doubt you could get either in Bosnia or Croatia.
