Sea Leopard for real

In his book 'Sea Leopard', Craig Thomas has the Soviet Union hijacking the RN submarine Proteus to have a look at a prototype anti-active sonar system it is trialing.

They also try kidnapping the designer and his daughter.

What would be the repercussions of this actually happening?
 
How does the Soviet Union hijack a submarine? Is it submerged or not? How come the captain of the submarine doesn't open fire if he sees a threat?

In any case, this would almost certainly be grounds for a declaration of war.

They lure the Proteus to a pre-determiend area with a fake distress call from one of their missile subs and when Proteus is in the area used Magnetic anomoly detectors, Wake Homing and heat sources from a number of their own SSN's to track the Proteus down.

Proteus realises its in trouble but as it attempts to escape it is disabled by a wake homing 'catherine wheel' torpedo that snares the prop and disables the sub.

With the sub on the bottom, the Soviet Sub Rescue ship that is searching for their 'lost' missile sub sends down divers who manage to fill the Proteus with knockout gas.

Proteus is raised and taken to Murmansk (I think) but before any serious examintaion can be made, a British SIS agent 'springs' the crew and they sail Proteus out under cover of Leopard.

Another SIS agent finds the inventor and his daughter before too much damage is done to them.
