Sanskrit instead of Hindu

How widely Sanskrit even was in India on this time or even nowadays? Hindi was already pretty widely spoken at least in North so why government would make some minority language as official language?

It's not at all, it's like how Latin is in Europe.
 
Admittedly, it was not widespread in masses, but it was, just like Latin in Europe, language of culture and religion for centuries. And being a "dead" language, no alive language of India could be really threatened by Sanskrt as official language.
