Austria was occupied ... (whereas Russia was not: Belaurs and Ukraine were, and the Soviet Union wasn't a state, apparently).
Seems like a legitimate comparison. Also, I fancy that Salzburg has chosen the more honorable part ...
I didn't check the article, but perhaps the Soviet Union was excluded because it was never completely - and not majorly, in terms of sheer area - occupied?
