I didn't check the article, but perhaps the Soviet Union was excluded because it was never completely - and not majorly, in terms of sheer area - occupied?

Absolutely. I've heard Transylvania is abominably Draculised, as well.

The list includes the Belarussian and Ukrainian SSRs seperately, which is to neglect the occupation of vast parts of the Russian SSR. Since every other country on the list is a fully sovereign state (and since the Dutch government in the East Indies continued to participate militarily in the war, for comparison), the blindingly obvious choice would have been to put "occupied USSR", especially since the Nazi administrative units didn't correspond to the SSRs and they treated the whole occupied USSR (excepting things like "Transnistria") as a unit.

The reason this wasn't done, it seems to me, is an unwillingness to acknowledge the legitimacy of the USSR or the unity of its war effort.
