The government does an investigation into the recent salmonella outbreak with the peanut butter and discovers something shocking: one of the workers at the plant that processed the peanut butter was an al-Qaida operative who deliberately introduced the salmonella as a terrorist attack.

How does the government respond? I must say, an attack on the food supply could be a very good strategy. Everybody has to eat, and stuff like salmonella is probably much easier to obtain and transmit (not to mention safer for the operative) than some of the more infectious diseases. The contagion would be spread by stores instead of by epidemics, but it would still get everyone.
