Russians on the western front?

Imperial Russia must balance the manpower that she provides to her entente allies and her own requirements against both the Imperial German Army, k.u.k armee and the Ottomans.

If she is deploying the number of soldiers that you propose then the Ottoman Empire has probably stayed out of the war.
 
so if the ottoman empire stays out, letting Russia send the 20 infantry brigades, 5 artillery brigades, 2 cavalry brigades and 7 Cossack brigades this unit would be known as the Russian western army, going by the style they named most units.
who would lead this army?
 
Once the Russian Caucasus Army leaves, wouldn't the Ottomans jump for the Central Powers and attack Russia if the Russians still get routed? If the Ottomans surrender due to Gallipoli or naval bombardments, the Russians would have occupation duties, management of Turkey and the Caucasus, then the troops would be on their way to Galicia, Poland and Serbia to fight Austria Hungary with a [hopefully] allied Bulgaria and/or Romania. And, what is the pod used for the Ottomans staying neutral?
I assume that the timeline is something like this.
August 1914: The British and French manage to intercept the Austro-Hungarian Navy off Montenegro and the Austrian Fleet intervenes. The French lose 2 dreadnoughts and 8 pre dreadnought battleships but the Austro Hungarian Navy is decisively defeated. Goeben attempts to break out to Austria Hungary, but is sunk on 25 August. As a result, the Ottoman Empire stays neutral without German ships and a stronger French Navy to deal with them. [Actual losses in this scenario's battle of Antivari are 2 Austrian dreadnought battleships to 2 French, 6 Austrian pre dreadnoughts to 8 French and 2 more, plus the Goeben and Breslau to British battlecruisers, 3 armoured cruisers to 4 French and British, 4 light cruisers for 4 British and 15 destroyers for 20 French and British sunk.
September 1914: Impressed by the French naval victories and the Austrian defeats against Serbia and Russia, the Italians sign a treaty and contemplate declaring war on Austria Hungary during the winter. The Austrians end up being besieged in Przemysl and have to defend the coastline and border with Italy.
October 1914: Eastern Front offensive goes as in reality, but the Russians do slightly better and Przemysl surrenders earlier. The Germans suffer heavier losses to the Russians and the assault on Ypres is slightly weaker. In late November 1914, the Serbs launch a counter offensive that disrupts Austrian defensive operations in the Carpathians. The Austrians would retake the mountain range in January 1915, after losing a huge number of their troops although defeating a Russian Army. Italy declares war on Austria Hungary after the relief attempt to Przemysl fails.
