Russian Republic Unable to Continue Earth Orbit Programs

What circumstances would prevent the Russian Federation from continuing its space program, thru the 1990s? Specifically manned launches/orbit, and a robust satellite programs. Just some residual capability for launching a few essential military and communications satellites.

For the US there could be a continuation of the next generation manned vehicle program/s. Along with that would be the tension between proponents of that and of those arguing for discontinuation of manned space programs.

If you wanted it to be about post-soviet Russia, then you could've just put Russian Federation instead of Russian Republic since that's the standard name of the nation after the USSR's collapse.
It does bring up a silly interpretation of the OP. Like the Russian oblasts lack spaceflight capabilities but somehow the ethnic Tuva Republic or something does.

That usage dates me back to the early 1990s when the literature I was exposed to used republic.

Had not thought of that. It is funny to think of a sort of Asian Grand Fenwick. The Mouse that Launched.

Pondering this though the day caused me to think mostly about if the inertia and opposition in the US hindering manned space flight would be enough to prevent a follow on to the shuttle program of OTL.
