Mid 1700's whe have a Whaling station on Sakhalin, that attracts some French Trappers.
This gets caught up in the French-English wars, Whe get English Soldiers, and English Fur Trappers, and a few settlers. The French Trappers Move to Kamchatka.
The British Move to take the French Trapper settlement on Kamchatka during to Napoleonic War.

By the 1820's the Great Game is starting with Russia, and Britain supports Japans Claim to the southern Half of the Island.
Following the opening of Japan and the Meiji Civil War, Britain supports the breakaway group on Sakhalin.
Britain begins concentrating on Kamchatka, and Siberia eastward.

Following the 1905 Japan-Russia Korean War, Japan gains the entire Sakhalin Island and Britain gains title to Kamchatka -Eastward
